
2025 Referee Registration Requirements
Please remember that the minimum age to certify is 13 years old. This is a hardened age from US Soccer and the system will not allow anyone who is not already 13 years old to create an account.

Please complete the Supplemental Google Doc Form. Next, update your Arbiter account if any of your info has changed (address, email, phone #). The 2025 registration fee is $140.00 which will be charged to the credit card provided. Once your registration has been received, SCRA will send you a follow up email to validate your email and provide further information on the recertification process. If you have changed any of your contact information since your last registration, please update your US Soccer Learning Center Account as well. A direct link to the US Soccer Learning Center is here: Access You Learning Center Account

Complete the 2025 SCRA Recertification Refresher Course which is approximately 1 hour in length. Please use the same email you have listed in your arbiter account when registering for this course so you will receive credit upon completion. Please also complete the 2025 Tournament Sign Up Instructions. 2025 Tournament Sign Up Instructions and the 2025 Laws of the Game Update.

(Optional Step. Required only for 18+ referees.) Complete the online Safesport Training Course, accessed through your US Soccer Learning Center Account. Log in to your Learning Center Account and from the landing page, select "Safe Soccer" and then select the Safesport Training Course. Once completed, please email the completion certificate to the NCSRA Office at scra@ncsoccer.org. We (SCRA) will run your required Background Check. You DO NOT have to take the Background Check on the US Soccer Website and pay the additional $30, as this is included in your SCRA registration.

Complete the online Safe and Healthy Playing Environments Course, accessed through your US Soccer Learning Center Account. Log in to your Learning Center Account and from the landing page, select "Safe Soccer" and then select the Safe and Healthy Playing Environments Course (which is in Phase 1 of "Safe Soccer"). Once finished, this will show as completed in your Learning Center Account. You do not need to complete Phase 3 in the "Safe Soccer" section. Any issues, contact SCRA Administrator.

Complete the 2025 SCRA Recertifying Referee Test When registering for this test please use the exact 1st name, last name and email showing in your arbiter account so you receive credit for the test upon completion. This test has 109 questions and 70% is the passing score. If you do not get 70% or higher, you will be able to take the test again as needed. Also, on our website, www.ncsra.org, in the "Referees Tab" you will see a "Referee Training Session" section. There, you will see all of the on-field and/or webinar training sessions currently scheduled across the state, which will be updated when a new session is scheduled. If you would like to attend any of these sessions as a refresher for yourself, please contact SCRA Administrator at SCRA@gmail.com to get assigned. There is no charge for any of these sessions for certified referees, as this is included in your registration fee.
